Can you help me with Survey report please?

I just had a survey carried out on a one bed flat. I can't work out if I need to go to the estate agent and ask them to contact vendor to fix anything? The report sems to say good things and bad things and I don't know what the next steps are. Can you please advise? I will be very grateful. I have uploaded the report on filetransfer (link below and safe to download!) and removed personal details

    Having made an offer, you'd generally now contact the sellers via your conveyancer rather than the estate agent. 

    If anything expensive does need fixing (and it wasn't obvious when you first viewed and accounted for in the original price) it's usually recommended that you negotiate a price reduction rather than asking the seller to fix things as they have no real incentive to do a good job and will just get the cheapest option. 

    Bear in mind that a change of price would probably need new mortgage paperwork to be generated....

    In addition, if you commission and pay for any repairs, you get the benefit of any guarantee. If you leave it to the vendor, aside from getting the cheapest job, the work may not even be guaranteed (or if it is, any warranty might not be transferable).

    Sorry, I didn't look at the report itself as I'd not really have the experience to comment on specifics.

    Maybe people are a bit wary about downloading files from unknown sources. Plus probably some reluctance to go wading through a full survey.
    Normally a poster will just screenshot the relevant/concerning parts.

    Thanks all I understand the concern - here are some of the main ones that are TWO and THREE - Not included ONE rating as I think that means good. Also included overall opinion from the surveyor at the bottom.



    D5 Windows - TWO

     Page20 RICS Home Survey - Level 2 (survey only)
    into the window frames which allow a low level of passive ventilation when the windows are closed.
     They can help reduce the risks of condensation forming. We recommend these are installed to
     assist in background ventilation.
     Within the restrictions of the inspection, defects were noticed, loose hinges, including rot and
     weathered finishes of the window bay joinery. Repair and maintenance works are now essential.
     You are advised to gather approximations for suitable repairments preceding to exchange of
     contract.


    E9 Other - THREE

     We advise that mains connected smoke, heat and carbon monoxide detectors are fitted and tested, prior to occupation. In a property of this age asbestos-based components are possible to have been used, some of which are imbedded within the structure. This should be borne in mind when undertaking any works to the property. If asbestos-based materials are found, then they may need to be dealt with by professional contractors which could be expensive. Further advice is available from the Health & Safety Executive - https://www.gov.uk/search?q=asbestos. Condensation is often a lifestyle issue and care ought to be taken to circumvent activities that can contribute to the problem such as drying clothes indoors. The control of condensation can be difficult and requires maintaining a careful balance between heating, insulation and ventilation. In a property of this age, woodworm is usually found. Though no evidence was found in the area




    D8 Other joinery and finishes - TWO

    External joinery, such as fascias, soffits and barge-boards, are formed in timber and asbestos.
     CONDITION
     The property is in generally satisfactory decorative order externally, although you will appreciate
     that periodic redecoration, along with the normal associated maintenance works will be required if
     present condition is to be maintained.
     ADVICE / WARNINGS:
     Materials were found to the soffits which may contain asbestos. These appear to be in satisfactory
     condition at present and should present no health risk if undisturbed. However, they should not be
     cut or worked in any way and specialist advice must be sought if they are to be removed as this
     could prove costly. Further advice is available from the Health & Safety Executive 
    https://www.gov.uk/search?q=asbestos. The presence of asbestos is of paramount importance to
     many people and could have an unfavourable impact on the future value of the property.
     Consequently, you may wish to consider the removal of the material now.
     Timber eaves finishes should be overhauled/redecorated or more preferably replaced in PVC
     sections to reduce future maintenance.

     Where inspections on buildings are undertaken we advise that Sterlingworth Surveyors Ltd will not
     accept any liability in the event that the cladding material, product, balconies are deemed to be
     unacceptable due to composition, combustibility, material failure, defect or workmanship or as a
     result of repair, treatment or refurbishment, nor can we confirm reliance upon Fire Safety
     Assessment reports or EWS1 forms, or revision thereof and accordingly our report findings are
     based on visual inspections only.
     You are recommended to obtain professional qualified advice as to the acceptability, composition
     of the materials, products used in the construction process and that they are compliant with current
     government guidelines.
     We recommend you ensure the EWS1 form or later revision is bona fide and correct and signed by
     an approved signatory with valid professional indemnity insurance cover in place prior to

    OVERALL OPINION:


     The property is viewed as a sensible acquisition with no evidence of any substantial issues. We would not
     expect any specific difficulty on resale in normal economic situations. It is of paramount importance that
     you read this report entirely. In the primary body of the report, we will advise you of the activities that will
     be needed preceding the exchange of contracts. Where we have given components a Condition Rating of
     2 or 3, we especially allude you towards the end of the report dubbed ‘What to do now’. You should ensure
     that you have the entirety of the repairs required explored by respectable contractual workers, so you are
     completely mindful of their scope and monetary ramifications before you purchase. This report should be
     understood as a remark upon the general state of the property and is not a stockpile of each and every
     imperfection. The report is dependent on the state of the property as at the time of our assessment and no
     liability can be recognised for any decay in its condition beyond that date
