Why is it so difficult to get things put right in the on-line world?

It's because Paypal takes Amex and many websites don't accept it. I use Amex to collect Avios points.

then that is a case of the avios points tail wagging the safety dog
again I'm not criticising but one would be much better using a proper credit card where you have real protection against things not delivered1 -
I know on some parcels you can arrange for it to be delivered to a post office for collection. Some merchants remove that feature (normally so it can only be delivered to the specified person at the specified address) - is this option available? If not - you’ll likely have to wait for the phones to be returned to sender.0

It is now correct on the Paypal file after eventually getting Paypal to correct it manually but that's no use in the order. So I'm left hoping that eventually the PO will return it to EE eventually0

It’s not always difficult to get things out right in the online world, sometimes it’s super easy.
My husband bought me some earrings for my birthday from QVC. They didn’t turn up so they replaced them immediately, no questions asked. Some time later a neighbour brought the missing package round, it had been put in their letterbox by mistake and they had been on holiday for nearly 3 weeks. He contacted QVC to see if they wanted the earrings back but they said “keep them, no charge”. So I have 4 identical earrings. Quite useful as I managed to lose one earring on holiday0 -
Hello OP
Two things to note from a consumer rights point of view, 1) Passing of risk:
https://www.legislation.gov.uk/ukpga/2015/15/section/29
Basically the goods are at their risk until in your hands (or a person you nominate).
2) Delivery of goods
https://www.legislation.gov.uk/ukpga/2015/15/section/28
I assume there was an ETA and that has passed so you can give another timeframe for delivery and if they fail to meet it treat the contract at an end and be refunded in full "without undue delay".
Whether you would ultimately* be penalised for the incorrect postcode I don't know, there could be the view you attempted to correct and the fact their third party carrying out the obligation to deliver is unable to amend the details isn't your problem, also if the address given doesn't exits at all you could make an argument that EE should have rejected your offer.
*I say ultimately as in what a court would decide via small claims but hopefully you won't need that.
EE is owned by BT, if you Google CEO email and search that site for BT, send a brief and polite email to the address there and the team that respond are usually very good.
I would start by just asking for help rather than stating rights, save the rights for a last resort if the executive team aren't able to sort this out for you and you need to look at letter before action/small claims. In the game of chess you can never let your adversary see your pieces0
