Advice sought! Fencing

If anyone can offer some advice I'd love some help.
I've been craving privacy as my neighbours are frequently coming in to my area of garden. I own the downstairs flat and they rent the upstairs one.
I have some good quality fence panels and found a gate on Facebook marketplace. The fence guy said he could install the gate and the fence too and came around to give me a quote.
I had one quote for £200 but the guy lacked experience and got too busy. So this fence man came around and quoted £450 which I said was too much so he said he’d do it for £380. He asked me to pay £50 for the gate to secure it. I still thought £380 was a bit steep but for privacy and security I agreed.
I was happy with the work he did and when I gave him the cash he said it wasn't right and is £580. He took the £380 and said I need to pay him another £200.
He provided me with nothing in writing but I know what he said. He obviously knows where I live and I do not want him turning up, he has already said he is going to come and get the extra £200 from me but I said that is not what we agreed.
He said there was no way he'd charge £380 and he’s trying to guilt trip me and now he’s stressed me out and scared me and I worry that he’s going to come back and damage or take something in which case I can call the police. I am happy with the work and what I have paid for it but it is absolutely not fair to bully me. I am a single parent on a low wage.
THE CAB have advised that I sent him a letter but they sent me a letter to top and tail which seems irrelevant as it is about cancelling a contract. I don't want him to come around and intimidate me.

Either don't pay OP and see what he does (he'll have to go to court ultimately), pay the £200, offer him half to do one? Depends how much you are worried about it really.In the game of chess you can never let your adversary see your pieces0
