Pcn car parking fine - not answering the telephone

Hi, I have been trying to get hold of pcn car parking since yesterday to speak with them about a car parking fine they issued.
I rang the contact number 0333 220 1030 and selected option 4 yesterday, I was in queue position 2. I waited for over 4 hours yesterday afternoon and no one answered my call. In the end, I hung up.
This morning I rang at exactly 9am, I was number 1 in the queue, despite this so far I have been waiting for nearly 3 hours. Still no answer. I find this very strange, as being number 1 and 2 in the queue should not mean waiting over 4 hours.
Do pcn car parking control get paid if you ring the 0333 number? I find it strange that despite being in queue 2 yesterday and number 1 today, no one answers the call. Has anyone else encountered this?
I am trying to get hold of them to speak with them about the appeal regarding the parking fine.

Thanks for your advice, I wish I had seen this before I spent hours on hold and being cha4ed for these calls..I hung up after waiting 3 hours today. I called back out of interest to see what queue number I would be, and funnily enough it was queue position 1 again!The parking company are Uk parking controls ltd

Pointless, they are not going to alter anything, your PCN explains how to appeal (. or pay. ) nothing will be achieved in phone calls, but you may incriminate yourself, so follow the process, in writing, same as everyone else ( nothing will be resolved over the phone. )
I assume that its from UKPC , a BPA AOS member, so read the newbies sticky thread in announcements and follow the advice there, starting with plan A1 -
Why on earth would you want to speak with them? Everything in writing, you need a paper trail if this gets to court.

Why on earth were you phoning a notorious unfair PCN issuer in a scam industry? They don't have a customer service team, come on, this is UKPC. An ex-clamper firm.
Just read NEWBIES PLEASE READ THESE FAQS FIRST. Obviously no paying.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do not call them, only use email or other written communications where you have a record of what was sent.
Never guess as to who was driving, you are probably the registered keeper and for now that's how it stays. the driver and the owner can all be different people/entity's
