PCN Not served at correct address despite DVLA records being up to date.

Hi,
I recently received a a bailiff's demand for payment for an unpaid parking fine issued by reading council dated November 14th 2023. The bailiffs in question formally arrived at my house 4 days after I contact them querying the demand letter as I had not received the PCN demands or court warrants. I was forced to pay the bailiffs £425 and I have not been able to gain any documents showing the PCNS. I wrote formally to reading borough council to enquire as to where i could find copies of the PCNS and warrants. it transpires that the PCNs and court warrants were served at my pervious home address where I lived 3 years ago. Despite my DVLA records being updated to my current address. I sent reading borough council copy of my drivers license showing my current home address being registered correctly. It transpires that reading council and teh court warrant were served on my previous address under the pretence that "DVLA gave us those details". My question is, can I reclaim the the £425 from reading borough council / the debt collection agency as all correspondence was sent to my previous address despite it being formally updated with the DVLA? (my drivers license is proof of that).

PCNs are normally delivered to the address listed on the DVLA database for your V5c log book entry, nothing to do with your driving licence, its 2 separate databases, so IMHO your driving licence entry was irrelevant
Check that your V5c log book is up to date
My thoughts are that your logic is flawed, so no refunds , due to not updating the V5c ( your driving licence update is not proof of updating your V5c log book. )
The FTLA parking forum website might shed more light on it, sign up on there and check3 -

logically, they are separate as there is (usually) no way to link a particular driver to a particular vehicle - the paperwork will go to the registered keeper of the vehicle who then has the option of naming/not naming the driver depending on who's asking
Hopefully your tax has been paid via DD2
