Hi
I have received a PCN from the above, with a charge of £100. I went into the car park but the only payment option was through their app. I tried multiple times to download but was unsuccessful. I tried over a period of 25 minutes, never leaving my car, but in the end left the car park.
I have appealed to Parking Eye but my appeal has been rejected due to 'lack of evidence' and been told to pay or appeal through POPLA.
Please can you advise.

Unfortunately there is no history on the App, I assume they would be able to see the attempts but I can't. There was no on street parking or I would have used it. Can I ask if I should just pay and chalk it up to experience?1

Of course you don't pay! NONONO.
Send the app DPO a SAR and ask for all activity on your app including failed attempts to use it, from DATEPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
