SMI reduction for my deceased father

Hi. I have joined this forum on de half of my mother. My mother lived with my father when he had suffered a stroke and was receiving DLA high rate. I have looked into Wolverhampton council’s website and they do offer backdated reductions. What isn’t clear is if my mother can claim since he has died. My father suffered a stroke July 2007 and died in February 2014. My mother was paying full council tax for these dates and we didn’t know about SMI reductions. I noticed today that the success story on here had their £15.000 backdated to 2012 but the person involved is still alive.
Can anyone help? Has anyone had a similar problem?

From the FAQ on the main page:
Potentially, as the law allows each council to decide its own backdating policy. If you lived with someone who was SMI who's since died, or you are the executor to their will, you may be able to claim a rebate for the overpaid Council Tax – but this will depend on the policy of your local authority. So you need to get hold of their policy, possibly via one of the councillors If there is nothing on the council website? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.3
