Issues using Housing Ombudsmen Service

I wrote to my social landlord provider to make a complaint back in April. They continually kept fobbing me off so I ended up getting in touch with the Housing Ombudsmen service in August. I had to wait for a reply but just as they got in touch with me in September my landlord decided to send me a Stage 1 letter deciding their outcome of the complaint. They wanted to give me £50 for taking so long to get back to me but only partially upheld the complaint. I let the Ombudsmen know this however I have had 2 months of silence. In the intervening time I have tried getting in touch with them to no avail. Today they finally replied after two months. They said before they can step in and do anymore I need to escalate the complaint to Stage 2 with my landlord. However, I was supposed to do this within 30 days and that time has now expired. Does that now mean I can go no further with my complaint?
