Smart Parking Appeal rejected

I paid for parking at a Smart parking car park, but after the signal kept dropping out and I had four attempts at entering it I was at my wits end.  I finally managed to do it but it had reverted to our car and not the camper we were in.  We received and parking fine and I appealed as we had paid but for the wrong vehicle!  The appeal has been rejected but the fine has been reduced to £20.  I tried to pay this but they have not changed the fine on their site and it still wants £60, which I wont pay. The fine has to be paid by the 21st Nov or the fine will go up. What can I do, can anyone help?
