    I've just submitted another complaint to their generic complaints form online, stating that commencing with the FPN I've received this week, following my ignored last official complaint stating I'd like an invoice address for my admin time, I'll be charging £50 per FPN in each 6 month period. Hopefully that'll be the last of it, I doubt it though. 
    I doubt that'll get you anywhere.  The people reading that won't care and will think you're some FMOTL nutter.

    Go and start a thread on FTLA at Civil penalty charge notices (Councils, TFL and so on)

    They deal with issues like this all the time and might even know the exact TFL department or officer you need to address your complaint to.

    It won't result in payment, but you can't charge anything without informing the other party of the proposed charges.
    If the Op didn't send a letter as such to TFL, them if they went to court to claim admin fees, the judge would probably kick out the claim without considering the circumstances.

    OP, I'd go with one of the earlier suggestions and change your VRN - doesn't have to be anything flash, and it doesn't matter what the car is worth as you can take it with you on to the next car.

    Presumably these are ULEZ charges and not congestion charges (you mentioned petrol vs diesel earlier)?
