Parking Fine Deadline

I received a parking charge notice which I plan to appeal.

However, I'm curious. The system is clearly set up so that you don't appeal; appeals typically take 28 days and you're liable for the full charge within 14. Thats sucks, but OK, whatever - they're never going to make it so that people appeal just to chance it. What I think is unfair though is that my PCN was issued on the 7th of November and received by me on the 11th, so I get barely 10 days to make the appeal - reducing the time that I have by 25% seems inherently unfair. Is there anything that I can do in this respect?

Second, my reason for appealing is that the PhoneAndPay app failed to work properly. It repeatedly would not accept the valid data that I entered, so they think that I paid for parking 30 minutes after I entered the car park. That's true, I did, because the app wouldn't work - it took 30 minutes to resolve! Do they ever consider failure of the payment methods that they provide as a valid reason to appeal PCN?

    No, nothing you can do about it ( other than to complain to your local MP regarding the current lack of regulation and the slowness of the new MHCLG code of practice to come into force ASAP. )

    They are only interested in payment, promptly, not third party apps

    The app was PhoneAndPay, but not sure which company that relates to. Location was 4068, Ashurst.

    I have consistently found PhoneAndPay to be one of the worst apps of the 5 or so that we have in the UK. As a person who works on websites and apps, I'd immediately be saying 'user error'. However, as I do generally know what I'm doing, I know it wasn't me - it was the app just being rubbish. I'd enter the vehicle reg, it would confirm, then the vehicle wouldn't be there to select.

    So which Parking company is involved. ? Your PCN tells you who issued it, nothing to do with any app

    The worst app appears to be the UKCPS involved app recently discussed on here at a castle location in Yorkshire I think

    Regardless, the problems with the current systems and codes of practice have been around over a decade, hence why the governments have been trying to regulate the industry for around 8 years and counting 

    Yes its unfair, but the unfairness does not change the fact that you have a PCN from a currently unknown private parking company 

    I assume that the location is Ashurst in Hampshire. ?  So in England. ?

    You really need to provide a lot more core information, we know very little so far
  • Please don't condescend - I'm quite capable of reading the PCN and have done so. The 'company' is not obvious on the PCN, unless you mean 'Civil Enforcement Ltd'.

    I'm afraid your hostile attitude and lack of information means that I won't be answering you any further, I answered your question and you are the one being awkward. We are volunteers here, nobody has to reply, so I won't 
  • You were asked not to condescend, that's not hostile. It's a request in relation to your implication that I have not been smart enough to read the PCN in the first place. You're obviously very familiar with a document that I do my best to avoid at all costs. Your response implies that I haven't bothered to read something that is liable to cost me £100. Also please note that neither of my two initial questions really merit 'core' information.

    Thank you for your help to this point. Perhaps we should both step away from the keyboard and find something more enlightening to do than discuss parking fines.

    It's not a fine and the kind people who volunteer their time here can only help and advise if they have the relevant info.
    Drip-feeding snippets of information after repeated requests isn't going to help them give assistance.
  • I'm not drip-feeding intentionally. In 30 years of driving, this is my second PCN, so I'm afraid that I don't know the detail that I should provide prior to being asked for it. I haven't been impolite, or rude. I merely asked the previous respondent not to condescend, which I feel is a) justified and b) polite.

    What do you mean when you say that it's not a fine? I'm not clear on what you mean.
