Euro Parking Service PCN - NTK - Failing to enter the reg in kiosk

Hi,
Got a PCN NTK notice from Euro parking services for not entering the reg in kiosk. Exact text - "Parked on premises whilst failing to enter the vehicle registration number at the kiosk on site".
This parking location used to be a free parking but it seems recently they have changed the parking condition and asked to enter the reg inside the church building to get the free parking.
My vehicle was parked on this site for 30 minutes on 2nd Oct 2024 from 18:20 to 18:51. It was very dark and it is very difficult to notice the newly installed sign board. Very tiny notice board with very small prints which are not easily visible in dark.
I got the PCN - NTK for £100, reduced to £60 if paid within 14 days.
As suggested in this forum - I contacted the church manager and asked him to cancel the PCN but unfortunately they did not cancel it
Then i appeal to Euro parking services using the template from this forum - again rejected. with below reply to me. I did not mention who was the driver. They asked NTK to appeal to IAS. As per the suggestion i should not do it. Please guide me for next step!

We have reviewed your appeal and in doing so, we took into account the representations that you
made in support of your appeal as well as evidence which was submitted. We reached the decision that in this instance, the Parking Charge was issued correctly for the following reason(s).
The car park is free for patrons whilst on the premises only. This is in place so that there is sufficient
spaces available for customers. Your vehicle was captured entering the parking premises by our ANPR system. There are a number of signs present on the premises which directs the parking premises users to enter their vehicle registration number at the kiosk present on site. However, as your vehicle details were not entered in to the kiosk system, the duration of the vehicle stay was not authorised, due to this contravention, a PCN was issued.

Further, signs stating the terms and conditions of the car park are prominently displayed in and around the site and are obvious to any person who enters the site. It is incumbent upon motorists to read them. If they choose to ignore them then they submit to the terms nonetheless. All sites are audited by the IPC to ensure that they meet all the standard requirements including signage.
The signs convey an offer in contract and acceptance occurs when the motorist parks there. A valid
contract does therefore exist.
We are satisfied that the Parking Charge Notice was issued correctly and that sufficient attention was brought to the driver with regards to the terms and Conditions enforced. In light of the aforementioned, your appeal (representations) is rejected. We will not accept any further appeals.
We have now extended the discounted payment period by 14 days to allow you time to pay the
discounted settlement amount. Please now make payment of £60.00. We must advise you that once the discounted settlement rate passes it will not be offered again. If you believe this decision is
incorrect, you are entitled to appeal to the Independent Appeals Service (IAS). In order to appeal, you will need your parking charge number, your vehicle registration and the date the charge was originally issued. Appeals must be submitted to the IAS within 28 days of the date of this letter. However, if you choose this option your Parking Charge will automatically increase to £100. Please visit www.theias.org

Ignore them.
No IAS unless you do it knowing you'll probably lose and will then ignore them!
If trying IAS, concentrate on photo evidence of a sign at distance in the dark, and some views of the bay in the darkness. Not close ups with a flash but take ONE pic like that to show us!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That image shows lots of light and you didn't show us the one close up of the sign that I asked you to get.
But do not try IAS. It is an anti-consumer, useless non-impartial farce, according to all accounts seen here.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This car park is a weird one, they have now added this ANPR camera and it is on the edge of a council run park, I am very much of the feeling that even the church has no grounds to use it even less so to employ parking idiots to manage it.
There are no gates, the church is mostly shut and no access would be available to the fabled reg tablet.
But I like a fight with muppets and will follow the merry little game.0 -
What a coincidence - I got a ticket yesterday for this same car park, for allegedly parking without entering my registration details, in mid May. They say it's the second time they've contacted me and over 28 days have lapsed so I've lost the right to appeal, but I never received the first one because they sent it to my old address. I'm therefore writing to appeal anyway, on the grounds that:
1) I believe I did enter the registration at the kiosk as soon as I was able to enter the building. The event I was parking for started at 19:30 and my car was 'observed' at 19:15. It seems that I got nobbled in the time it took me to walk the short distance from the car park to the building and get inside (the kiosk is inside) which is plainly unfair. I think if they look at the records from the kiosk that evening, they'll see that I did enter it, just a little later.
2) They sent BOTH letters to my old address - I only received the one yesterday as it got redirected. I have no idea why the first one wasn't redirected, but surely any sensible person would acknowledge that's not my fault. (My new address was fully updated on all records by the end of March at the latest)
It's a bit scary as I've never had anything like this before. My partner reckons that particularly due to the fact that they sent both letters to my old address, which effectively proves I didn't receive the first notice, they haven't got a leg to stand on, but I'm still scared of being taken to court! I know this doesn't often happen, but it could...0 -

I know this doesn't often happen, but it could..Which is sort of like being scared of being struck by lightning when you should really be scared of a dog biting youThe only people who get "taken to court" are those who have racked up multiple tickets because it makes it worthwhile to have a punt. The rest of us just have to do a bit of paperwork before they eventually cave in.Anybody travelling around the country actually attending court hearings for a hundred measly quid is going to go bankrupt very quickly!Anyway, you need to email Euro Parking Clowns and tell them they have the wrong address on file and to send any correspondence to (new address).
There is no appeals process, so don't be wasting your time with a sham.I'd bloody love to be taken to court for being charged for not entering a car registration whilst literally in the process of entering a car registration!

I actually think I've got them.
I've gone back to the car park and looked at the sign and it merely says that the vehicle registration must be entered on the kiosk inside the building. That's it. It doesn't say 'within 10 minutes' or anything like that - just that it must be entered. Therefore, presumably, as long as I entered it at all, within half an hour or even five minutes before leaving, I would have complied with the displayed rules. If it turns out I genuinely forgot to enter it at all, I'll concede the fine but with a reduction for paying within 28 days, as I can prove (or at least provide strong evidence) that they sent any previous letter to my old address.0
