Getting an Appointee agreement set up

Options
I'm attempting to get through to the DWP to arrange the above and have actually spoken to someone who was unable to help due to the wrong option selection I made. I was told by phoning the number xxx 0469 I would get a choice about 'Change of circumstances'. But no such option exists but there is a rabbit hole of various other options.

Could anyone who has used this recently please guid me on the options?

    Who do you need to phone depends  on what benefits are being claimed and which area you are in. 
    It’s not really a change of circumstances, so it seems like maybe you’ve got someone who didn’t know what they were talking about.
    All shall be well, and all shall be well, and all manner of things shall be well.
