PCN appeal

On Friday night I parked in a loading bay for 90mins and displayed a blue badge (I now know I can’t park in these). I received a PCN from the council. I chose to park here as the double lines already had cars on them (without blue badges) and had I parked on the other side of the road from them (also double yellows) I would have blocked the whole road. Can I appeal this and win? And why didn’t the illegally parked cars not get a PCN? Thanks

As this is a council PCN and not a private PCN, please post your query over on the FTLA parking forum website in their council section, after reading their posting requirements there first
Your blue booklet tells you where you can use the badge and clock, plus where you cannot
I doubt that anyone can tell you why unknown vehicles on an unknown road did or didn't receive PCNs1 -
Loading bays always were ambiguous as to whether blue badge holders can park there and I don't know if that lack of clarity has been resolved by recent key adjudications.
But we know some guys who will know. Just Google FTLA forumPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
