How do you know, when by your own admission you stopped paying attention after 70 and didn't check it thereafter? Did your niece confirm the exact contents of the bundle, i.e. the number of notes of each denomination, as she must have counted the money in order to spend it?simandom said:

I don't understand why the OP didn't count the money as soon as it was handed over.
I don't understand why the niece didn't check that the money she was given was actually meant for her as it was 5 times the amount the OP intended to gift. There must be some sort of precedent to the amount usually gifted.
I give my niece and nephew a similar amount for birthdays and Christmas and I'm pretty sure that if they got £1000 instead of £200, they'd check with me before spending it.0 -

When ever I buy currency the entire transaction is videoed and linked to the records of each transaction. This is not just to ensure that the clerk does not skim off any notes but to protect both the clerk and the customer in the event of any dispute such as yours.
The recording will not show your face (it doesn't need to) but is a top-down view of the counter showing the denomination of the notes as they are counted out, the clerk's hands, sealing the notes in the bag, etc.
In the (unlikely) event of no CCTV evidence being available, I would have thought that the receipt you were given would be slam dunk evidence that you were indeed given $200, as you requested.
Some bureaux limit the number of notes they will issue over the counter and tell you to order them by post, but clearly this office has chosen not to do that. It's their risk.
ETA:
The denominations other posters ask for, and what bills they give their nephews and nieces, etc., might be interesting but has no relevance whatsoever.
