and how can the FX people be sure their teller didn’t pocket the difference?
the whole sequence of missed communications is very unusual.0 -

Even when I've exchanged £100 into Euros before they've double counted it.0 -
I don't understand why the OP didn't count the money as soon as it was handed over.
I don't understand why the niece didn't check that the money she was given was actually meant for her as it was 5 times the amount the OP intended to gift. There must be some sort of precedent to the amount usually gifted.
I give my niece and nephew a similar amount for birthdays and Christmas and I'm pretty sure that if they got £1000 instead of £200, they'd check with me before spending it.0 -

Oh well, we are supposed to be nice to everyone so I will respond as if it were true.I then picked up my niece and took her to the airport, just before she left to walk into the Airport i gave her the envelope and said that this is to get yourself something or treat yourself while away. She did not open it there and then and walked into the airport to check in.Your 20 year old niece needs to learn that she should never accept a package from anyone, even a trusted relative, without knowing what was inside.
How did she know that the envelope did not contain Class A drugs?
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".1 -

When ever I buy currency the entire transaction is videoed and linked to the records of each transaction. This is not just to ensure that the clerk does not skim off any notes but to protect both the clerk and the customer in the event of any dispute such as yours.
The recording will not show your face (it doesn't need to) but is a top-down view of the counter showing the denomination of the notes as they are counted out, the clerk's hands, sealing the notes in the bag, etc.
In the (unlikely) event of no CCTV evidence being available, I would have thought that the receipt you were given would be slam dunk evidence that you were indeed given $200, as you requested.
Some bureaux limit the number of notes they will issue over the counter and tell you to order them by post, but clearly this office has chosen not to do that. It's their risk.
ETA:
The denominations other posters ask for, and what bills they give their nephews and nieces, etc., might be interesting but has no relevance whatsoever.

I am going to be honest there is no chance i am going to ask her to return the camera and will not be able to pay back the full amount within those time scales without taking a loan which will have a negative effect on my credit score which I do not wish to do for obvious reasons
If you really want to be honest -- pay it back somehow - ask for a payment plan as already suggested0 -

Or even the shop where she went and spent 900 dollars between the airport and the hotel, had all her luggage in the shop with her?
Something isnt right here.Life in the slow lane0 -
