HRH Music festival won't refund

How are they getting away with it!!! This appears to be legalised theft
Obviously taking money from many people (I estimate between £100 and £500 per booking. They change the date of the concerts to suit their own needs then refuse a cash refund if you can no longer attend.
This appears to be against Consumer Act which states option of a refund must be given but this canny lot are a UK group, running UK concerts BUT with a change of Company every few years (their Billericay address is the home of all their iterations) and claiming they are based in Spain/Ibiza/ British Virgin Islands.
Terms and Conditions basically say that they feel they can sell you a ticket and then rescheduled the concert to be any place with any band at any time and you still have no refund claim.
I've tried Trading Standards - not interested; Police - not interested ; Local Great Yarmouth council - not interested ; Parkdean Caravan Parks (not interested ) - no reply; MPs in charge of Consumer Affairs - Not interested .
This company are getting bolder and bolder and have already scammed lots of people (they being complained about all over the internet). Can someone stand up for our rights!!
Currently I have a County Court small claims against them as Space Trips (Essex) which is in the process of being disbanded whilst HRH experiences rises in its place - same address , same people [and Chic festivals it's last incarnation did this as well - "Frocester" is home to multiple firms].
I assume that, even should I win my case they will claim that the old company has no seizable assets at its address and I won't be able to seize goods from the venue?
Have this company actually come up with a way to steal money with total impunity? Nobody seems in the least bit concerned that they can charge over £!00 for something that they don't deliver.
