One Parking Solutions to Moorside Legal - Help

Hi,
I have a letter from this company Moorside Legal however my case is different, I have been fined for parking in a disabled bay for over 34 when I was in the car. The fine orginated from One Parking Solutions Ltd, however I only received correspondence from ZZPS the debt collection agency who wrote that I had to pay £170 to them without the option of appealing or paying the reduced price of that fine. I wrote a letter to One Parking Solutions Ltd stating that I acknowledged the fine however I did not receive your intial letter. They sent me a letter stating that

The code of practice states the following in regards to postage,
The code of practice, section 21.1a states that:
A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered and so "given on the second working day after the day on which it is proved; and for this purpose "working day" means any day other than a Saturday, Sunday or public holiday"
Therefore, the notice is presumed dleivered, unless the motorist can prove the contrary.
As we did not receive any communication from yourself the parking charge progressed to debt recovery and as this is the case all correspondence will need to be sent to them, as we no longer hold the parking charge here

Are you able to advise what I can do going forward I would really appreciate it, its a problem for me because I have admitted to them by post that I was the driver at the disabled bay but I did not leave my car.
Please be advised my current address is on my V5C and all information is correct regarding address.

At the moment, that is a debt collector letter and any response to that will be futile, so don't bother (see NEWBIES FAQ Announcement, fourth post, which gives advice on the debt collector stage). Expect an escalation to a Letter of Claim from Moorside, at which stage you must engage with them, and the NEWBIES FAQ Announcement, second post, takes you through that.Did you have a your blue badge on display at the time? How did OPS photograph your car?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. I do not have a blue badge, I used the disabld parking bay to stop and take an important phone call in the car, unbeknownst to me there was a camera situated on a high pole that took a snapshot of the car and recorded the time until I left approx 34 mintues. I will take a look at the forum, thanks for the advice0

OPS sent me a 3 page email stating that Blue Badge holders are not exempt from parking in their clients' private car parks. I've since received many debet collectors' letters, one from ZZPS and another as well as an identical one to the one above with the same 'calculated' fees. I don't want to pay the extortionate fine of £170 for parking for seven minutes when I had been to A&E and had my designated driver on my Motability adapted car take me there. After hours of driving and waiting in the hospital we needed to stop, for me to get comfortable with a new knee replacement and my driver friend to eat something. Popla rejected my appeal. Does anyone know the procedure for going to court where I hope to find a compassionate judge? I've written to Moorside Legal telling them that I'm willing to go to court and not pay immoral/unethical businesses such a large amount of money. I'm a disabled pensioner0
