We submitted all our paperwork to Santander, and they agreed with us and returned the money. Now, we are being chased for it by a debt collector.

when you say they ignored you when you called, do you mean they didn't answer the phone or did you mean they wouldn't speak?

Just to be clear, the fact that Santander claimed the money from the merchant's bank and returned it to you doesn't mean that they actually agreed with you in any meaningful sense, it just signifies that there was an unchallenged chargeback.

However, as above, the success of a chargeback doesn't prevent a merchant from pursuing (what they consider to be) the debt via other channels anyway....
