I have advised quite a few pensioners about this.  Many who will struggle without the winter fuel allowance but are just a bit over the threshold for Pension Credit may find they can get some of the Council Tax paid.  As Lotch said, if you don’t ask you don’t get.

It's worth claiming Council Tax Reduction, even if it's just a few pounds rebate that is made. My local council have announced that to help offset the loss of the Winter Fuel Payment, pensioners who are classed as living in a low income household but who don't qualify for Pension Credit are going to get a payment from the Household Support Fund. One of the qualifying criteria is going to be pensioners who get a council tax reduction where no Pension Credit is in payment.
