Please can someone help me understand this.
I have NCD for 9+ years, protected.
My renewal notice states my NCD is still for 9+ years.
What happens if one changes to a different company?
Does this still stay at 9+ years,
Does this stay the same 9+ years even if there has been a claim in the previous 3 yrs?

If you move company, yes it stays with you, usually if you have a bump, the ncd stays at 9, but if you have another within 3 years it starts to drop0

NO, you have to declare all claims but the NCD will remain with you with your new companyvcd said:

For motor it's a fairly well developed thing even if it really is a marketing gimmick. You have to consider it a "thing" so switching insurers its fine, you tell them its 9+ and they will record it as 5+,9+ or 9 depending on what they set the maximum to in their systems. However, if you were to get a new second car you couldn't use this NCD on the new car because it's already in use on your current car. Similarly if you had 4 years. NCD on this car and 4 years on your second car but decided to go down to one car you cannot add them together to get 8 years.
Home is poorly developed and not all insurers use it which makes life more complex if you switch from one company that asks about "how long have you been claim free" to one that has NCD because they aren't necessarily the same thing given NCDP and/or periods when you haven't been insured.
NCDP on Motor allows you to have 1 fault accident in a policy year but no more than 2 in 3 policy years. As long as you stay within that you stay on 9+. If you had two fault accidents in a year you'd be down to 3 years NCD.0
