PCN for contravention code 35

My dad received a PCN last week for parking in a council owned parking zone. The charge sates he did not clearly display a valid parking disc.
He did.
The CEO who took photos of this, the disc can be seen clearly on the dashboard of my dad's car.
What my dad had done wrong was set the time wrong. This was due to the recent time change with the clocks going back 1 hour.
His car time hadn't been altered and he set the time on the disc based on that.
We're going to informally challenge this on the basis that the charge is wrong and explain why the time was wrong but ultimately my dad didn't overstay the 1 hour time period indicated by the sign beside the parking zone.
From this information alone, does he stand a change of getting the charge dropped?

As this is a council PCN, you should post your query over on the FTLA parking forum website in the council section there, after reading their posting requirements there first2
