Smart Meter fitting aborted

My fixed tarriff with EDF came to an end, and the only way I could get their (or anyone else's) cheapest tarriff was to agree to have a Smart Meter fitted
A fitting was booked and the engineer arrived. He said he was unable to fit me a new Gas meter, as the regulations say they have to be attached to the wall. My cellar is tanked and converted, so he said he couldn't do it (current meter is sat on a bracket/shelf that is fixed and sealed to the DPC membrane)
I asked what the situation was if the engineer says it can't be done, and he said that the energy companies can't penalise me if the fitting is not possible, and that I can't be moved the the more expensive standard tarriff
Is he right? The wording in the EDF terms and conditions for my tarriff only mention a scenario where I refuse to have one. They don't mention what happens if the engineer physically can't fit one

yes I think you are OK. My smart meter doesn't work and they can't get it to work and they still let me have the cheap smart meter tariff1

The engineer is most likely correct. While the exact conditions will depend on the precise wording your contract, generally speaking, the only requirement is for you to agree to the installation - Whether that installation actually does or doesn’t happen for any reason is often irrelevant to the terms of the tariff.Moo…2

Which is just their generic residential Ts & Cs
The only mention of Smart Meters as a proviso of a tarriff says:
As part of this contract, if you don’t already have a smart meter installed at your property, you agree to have one fitted. We will contact you to arrange an appointment for installation. If we do not receive a response from you we will book you an appointment on your behalf and inform you of the date for your confirmation. If you repeatedly refuse to allow us to install a smart meter, or do not respond to our attempts to contact you to arrange an appointment for installation, you may not be eligible for discounts, certain of our services or smart meter tariffs which may be cheaper
So I've arranged the date and allowed the installer in
I guess if they try to boot me off the Tarriff, they don't have a leg to stand on, as it's not in the Ts & Cs that they can do that0
