    A google search brings up this place:
    which appears to be a sort term office space/premises rental building - ie rent an office/conference room/space for X amount of time/days

    Could the asking of the drivers/vehicle occupants name be no more than to check people against a list of who should be onsite and this task being undertaken by employees of the site as opposed to a private parking company?

    That's too sensible an answer!
    (But the thought did occur that it relates to site security rather than 3rd party car park scammers.)
