Hi, I promise I have spent several hours scanning newbie & other threads & FAQs but I still can’t work out what to do.
this summer I borrowed Mrs P’s car for 6 weeks while she was ill.
in September Mrs P received a PCN from carparkers. I kept putting off sorting it out and now she has received a DCN.
mrs P is 86 and a bit poorly and sometimes confused. She is finding the letters worrying.
i have looked on carparkers and debt collection website but can’t work out how to get stuff sent to me instead of her
I can’t work out who I send appeal to or how to get it to them.
hope that all makes sense.
I’m hoping some kind patient person will help me out

Mrs p is the registered keeper, so she received notice to keeper. She needs to transfer the liability to you.2

The advice to ignore a PCN has not been given on this site since the law changed twelve years ago. However, debt collectors are powerless and can safely be ignored.
It is too late to appeal unless liability is transferred to the driver who then receives a NTD by post. This is not recommended if the NTK is not PoFA compliant.
You can act for Mrs P, but everything must be done in her name as if it was coming from her, with her permission of course.
Please tell us the full name of the parking company. (Does it have a name of a UK area in brackets in the name?)
Plan A is still the best option, and it is never too late to do so.
If you don't want Mrs P to end up with a court claim, she should either: -
Name you as the driver, if the NTK is PoFA compliant and capable of holding the keeper liable,
or,
If the NTK is not PoFA compliant, send a rectification notice in her name to the DPO of the PPC, instructing them to erase her old data and replace it with your current address for service. Make sure you use the word, "erase" as it has a specific meaning where data processing is concerned. Also include your own (throwaway) email address that you can generate specifically to deal with this.

I would appeal online in her name (as if you were her) saying she wasn't driving as she was ill at the time - BUT NOT NAME YOU.
However, in her appeal she says "my address for service has changed and my new address is GIVE YOUR ADDRESS BUT NOT YOUR NAME. Use an email address that you regularly check.
Then you receive all the letters. Ignore.
She can then relax and all letters can be checked by you. Unlikely to lead to anything more than threatograms but you can handle those, not Mrs P.
IMHO the above is better than transferring liability under the circumstances.
