If the new ULEZ rules came in August 2023, assuming the car is over 3 years old, there would have been an MOT and service since. The OP can't be certain that the lock nut key wasn't lost at one or other of those events. Apologies if neither or those events have occurred.

Yes it doesn’t help you with your situation now - but it may be good reflection for the future
To try and help - have you looked in ALL the storage and cubby holes ? I keep my wheel nut key in my cup holder. All you have said is that it wasn’t in the dedicated box - not that you have looked in other places0 -

Did you pick the car up from dealer or was it delivered to you? Not that it makes any difference to purchase, but if it was only highlighted to delivery driver, it may not have got back to dealer.
Not sure where they would source the wheel nut, but if it's a official Lexus one it may have to come from Japan.
Maybe consider this given the cost.

This should have been in the box in the first place. At first on Whatsapp he said he will send me one but now he's gone quiet. Clearly he's ignoring me.
Can somebody please advise on how to go about this? I don't want them to get away with this. Thanks.
You saw the car in a dark room with the lights off. Did you request the lights to be switched on?
Did you test drive the car and have opportunity then to see the car in light conditions?
I expect, being that a year has passed, you will need to buy the wheel lock key from a main franchise dealer parts department. They will probably need a code to get the correct lock pattern.
I'm also not clear how you were "desperate" due to the ULEZ given the literal years of advance warning.
Furthermore, he stated that the expansion out to the North and South Circular Roads could not happen sooner than two years from the election because individuals required that time to prepare. On that metric, six ( or 9 ) months is too soon.
