UC Migration or Wait?

My sister is on JSA and has applied for Carers Allowance to look after her mother however, She has now received her migration notice to move to Universal Credit.
She is being told by the Jobcentre to hurry up and apply for UC and not wait for a decision on Carers Allowance.
I don't know what to tell her to do but i agree it not good to bank on CA decision being a yes and her JSA ends just before xmas. I also wonder if UC Carers Premium is something she needs to consider.
If she migrates to UC and gets accepted for CA can she change to Carers premium or leave UC to go Carers Allowance.

I thought it was 3 months to apply. But anyway, if she has rent or other payments due or debts work out the best time to apply based on previous payments. So it works for her.1
