Parking ticket for unmarked side of the road - appeal?

I got a PCN when parked on a stretch of road without any markings. Across the road there were marked bays and a sign saying "permit holders only between 10am and 2pm", but on the side of the street where I was parked, there were no markings and no signs, so I thought that meant the restrictions only applied to the side of the road where there were marked bays. Was I right?
You can see the area on this link - I was parked roughly where the white Corsa is on Google Streetview, across the road from the Castle Inn. If the link doesn't work, you could look up 39 West Street, Harrow on Google Maps to see it.
I'd need to be fairly sure I had a reasonable case before appealing. If I appeal, apparently I can only expect a reply within 56 days, by which time I'd have obviously forfeited the right to the discounted early payment charge.
*UPDATE: PCN was issued by London Borough of Harrow. I've looked at the FTLA forum but it looks way too complicated for a relatively simple question, so if anyone happens to know the answer, I'd really appreciate it if they could answer it here.

If this was a council PCN, I suggest that you post your query over on the FTLA parking forum website in the appropriate section there, after reading their posting requirements first
There's a distinct lack of paint on the bays etc2 -
According to https://www.harrow.gov.uk/cpz#cpzmap it's in the middle of a Controlled Parking Zone that allows 2 hrs parking between 10-2, so you need a permit outside then. Does seem to be additional signage up and down the road, but whether there needs to be signage on every single piece of street I cannot say.
Surely didn't you wonder why one side had such restrictive parking whilst the other had zero?1 -
As you enter from the main road - it appears there are signs either side informing you that you're entering a parking controlled area:

The sign on the right seems disassociated with traffic heading in that direction and I suspect the sign on the left gets obscured by the restriction sign when turning in from the left.1
