Alliance parking now given to debt collectors?

My son is a lifeguard with RNLI Cornwall and as such is allowed to park in the car park near his beach when on duty. However, he received a parking notice from Aliance parking in April 2021. At the time he spoke to the land owner and he agreed to cancel it.
Didn’t hear anything else until June this year (2024) when they sent a notice as if it was a fresh charge! My son emailed them but didn’t hear anything back so assumed it was just a mistake. But then today he has received a letter from Trace Debt recovery demanding £160 or they may take him to court.
We don’t know how to handle this, he is in the process of buying his first home.
Please help

Trace wont be taking anyone to court, but they will advise Alliance to do so, possibly via a legal company, in the future
IGNORE the debt collectors letters, see post 4 in the newbies sticky thread
This cannot impact him buying a home, no effect with any mortgage application2 -

He should complain about the PCN and debt collectors letters to the landowner, trying to get an intervention, plus I would be getting that permission to park in writing, signed as a witness statement by said landowner, a paper trail, just in case, so I advise him to get it in writing too
He should come back to this thread if he receives a Letter of Claim or a court claim pack from the CNBC in Northampton using MCOL, within 6 years of any incident date, so within 6 years from any PCN dates

Please show us the PCN dated 2024 that seems to suggest that it's a new one even though the date was in 2021. Show all dates.
Was he living somewhere else in 2021? I am just wondering if Alliance traced a new address and thus 'reissued the PCN'?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
