this will mean retiling the whole floor as we can't get the same batch of tiles and there's a risk of colour variation.
So retiling the whole floor as there's no tiles left over from the previous batch?
If the tile type/colour has been discontinued, fair enough. Otherwise buy another pack.

We only have 3 tiles left from the original batch and the same batch isn't available from any of the 3 suppliers in the UK. All online advice is for tiles to be from the same batch to avoid colour variance.
It might be sensible before you start a project, but if you can't do it after the event because you don't have a choice, you can still check so you minimise your tiler's costs.

In years of designing bathrooms, I can't ever recall checking a batch, and on several occasions have bought the same style of tile from different outlets of the same retailer.  My own patio and garden room tiles came from all over and are indistinguishable from each other.

    I'd feel quite hopeful, actually.

You don't know the wall tiles wont match the existing ones until you buy them, see if you can have a couple of sample tiles. The fitter seems he is being reasonable and wants to correct his mistake.  I'd also go around specialist tile showrooms with one of the existing tiles you have, Spanish tiles are relatively common so you may find the same thing under a different brand name.

If they are not a match is it feasible to have the bottom row of wall tiles replaced with the same tiles as on the floor cut to size so it looks like a design feature?

I think it makes the room look larger. Obviously, just an optical illusion, but if it works…
No reliance should be placed on the above! Absolutely none, do you hear?

Unlikely to notice a shade variation on a complete replacement of bottom row. No way would I expect the complete walls to be redone
