Parking eye fine

Recently I parked in an underground car park. The parking charge could either be paid in cash or via the ring go app. I had no cash so did the tickets on ring go. As it was underground the purchase wouldn’t go through so I went upstairs and got signal and paid. 

I then got a fine from parking eye as my ticket didn’t cover the whole time (the ten minutes it took to try and pay twice and then give up, run up the stairs and pay). I appealed it but they denied this. They didn’t tell me they had denied it by post and instead an email which I’ve just searched for and found in my junk folder. 
I got a letter today saying I’ve lost my right to go to pools for this and now owe £175!!
how are they allowed to do this? It’s sounds ridiculously harsh as I did buy a ticket. Any CCTV they had would show me trying to pay then going upstairs to pay. 
What can I do about this?

    Definitely not a fine, but is an invoice for the alleged breach of the parking contract ( Parking companies don't issue fines, magistrates issue them. )

    POPLA, not pools 

    They won't have CCTV, they use ANPR cameras at the entrance / exit 

    Unless you can get the landowner to cancel the PCN, plan A, it can only be settled in civil court

    Yes it is ridiculously harsh but that's how they generate their revenue. The industry is unregulated. Awaiting Govt intervention....

    They can do it because it's an unregulated industry and they scam people that let them.
    The invoice has not gone up to £175 they have farmed it out to a scummy so called debt collectors, the real charge they are trying to get is still £100 but they are in league with more scammers trying to bully you.
    The debt collectors are sterile they have no lead in their pencils as you don't actually have a debt only an aledged one.
    Did the signage that told you you could use Ringo actually say run up stairs as you only have 10 minutes before the dimwits time runs out?

    You won't be paying a penny.

    They don't have CCTV.

    You owe nothing but £175 is a typo. It's £170 and just the usual tedious threatogram letter from DCB Ltd, isn't it? Ignore that letter.
