SMART PARKING DIDN'T ANSWER MY APPEAK NOW WITH DEBT RECOVERY PLUS - NO POPLA VERIFICATION CODE?!

Hi all,
I have an 8 year old daughter who is autistic. I took her to a Classic Ibiza event in August near our home but due to her over sensitivity to bass frequencies, we couldn't attend and she was very upset. I took her for a milkshake at the OK DINER to cheer her up but at 8pm were told they had stopped serving. This upset my daughter even more so I consoled her in the car for several minutes before driving off.
We were in the diner for about 30 seconds and the staff didn't tell me I had to put my reg in their iPad, nor did I see any signage.
SMART PARKING issued a ticket, I appealed and they replied asking for receipts to show purchase - I replied explaining we didn't purchase, nor were we told about entering car reg.
I called OK DINER for help in cancelling the ticket - manager said they can't.
No replies from SMART PARKING, since SEPT 19th, letter dated OCTOBER 16 states I must pay £170 or go to court.
No POPLA verification code so I can't start an appeal there!
I am happy to go to court and refuse to ever pay these demons but what can I do in the meantime to avoid it?

Ignore the debt collectors letters, they are powerless
If the business or landowner wont cancel it, not much else you can do
But
Do complain about the PCN and circumstances to your local MP, get them involved due to the information above
Plus, if Smart Parking didn't issue a popla code, complain about it using the complaints link listed in the BPA AOS members list on the BPA website, its on the right side in the Smart Parking boxes1 -

This is so very common with Smart Parking only, that it cannot be a coincidence but the BPA are doing precisely NOTHING that we know of.
It has been reported for over a year here.
Smart began by (we suspect, based on evidence we have seen) mocking up emails "here's an appeal rejection reply we sent you earlier".
That happened a lot. No poster had received the phantom emails. Then last month, or maybe in August, Smart Parking admitted to one poster here that no reply to their appeal had been sent due to an 'error' (by Debt Recovery Plus IIRC). So it does sound like the BPA are at least sniffing around.
Therefore:
1. Online complaint to Smart, first;
2. LATER if fobbed off, complaint to the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
