NPM PCN Woodgrange Road - Waiting in the car

Hello everyone! Hope everyone is well! I am back again XD
I have a PCN from NPM. I am the RK of the vehicle.
The driver dropped off a passenger on a side road as it would have been a bit inconvenient for other road users to wait on the side of the main road, they thought it would be easier to turn in.
The driver then did a 3-point turn on that side road and proceeded to wait there for the passenger. The passenger returned back to the car and the driver left. This all was within 10 minutes and the driver was waiting in the car the whole time. The brake lights were on in all evidence.
There was a sign on the dark green gate fence that you can see in the street view snapshot, but the driver assumed that was for the land within the gated area. The driver was waiting on what they believed to be on a public road. After looking at the evidence provided by NPM, I can see that there is another sign on the lampost, but from the pictures itself, anyone can tell that the driver would have not seen this sign from the position that they travelled, did the three-point-turn and was waiting.

I am not sure who to complain to for the landowner aspect. And I believe the next step is to appeal (which I know they would reject). Can anyone help me on whether this PCN is POFA compliant and what basis I can appeal on?

Oh dear. I would never have driven into that side road. The different tarmac tells me that part of it is a scam private parking trap.
ALWAYS stay on main roads and pull over on double or single yellow lines, which are there to facilitate passenger drop off. It's one of the particular exempt reasons for yellow line use.
There's no appeal.
Ignore this completely.
Absolute scam site, just the sort of 'concealed trap' that the Supreme Court said would be unenforceable. You'd win in court.
Totally ignore all threatograms unless you move house. Obviously you must tell NPM if your address changes.
That is all.

I know they will still ignore it and still reject me even at IAS stage and still do whatever they plan to do. Atleast this way, they know I'm not 'ignoring' it, I know my stuff, and I will fight it at court if there is any chance of them dismissing it before court, or not attending. And even more so, at court, I can add a bonus that I have tried to get out of it with a reasonable appeal and they are just wasting time.

Yes, you can waste time by using the IAS (considered a kangaroo court) if you wish.

Hi @fivestarsamz, I've been ticketed at that exact spot too, how did you get on? Did they follow up?
I got a NTK by post a week after. I missed the appeal deadline in December where i was going to use the Newbie template etc as RK, but the NPM site wouldn't recognise the PCN number or reg.
Interestingly, they've repainted the single yellow line there and the sign at the front of the road directs you to the back car park.
I'm ignoring it atm.0 -
That's in the front of the car park gates next to the pharmacy. I'd like to think the council have repainted that single yellow in response to this. LOL.

Nothing to do with the Council, where it's a private road where some scummy old PPC is covertly filming cars for profit.

"I'd like to think the council have repainted that single yellow in response to this. LOL".Why? The council have no more authority to access this land than you did, it's private that's the whole point and the PPC's scam!1

Ok, thanks for your comments. I couldn’t appeal online initially as it was after the 28 deadline. Their website wouldn’t recognise the pcn # and/or reg.
I’ve received the ZZPS letter so advice is to ignore now?0 -
