I was told as a child to start cold, then after add hot water so they mixed going in the bath, and tune the taps as necessary for the desired temperature by the time its full enough, I prefer to have a bath nice and hot than worry about whether its efficient or not.  So this is the way I have always done it.

Interesting to learn more recently from when I queried on here about my immersion heater not getting water hot enough, that my way of doing things is apparently bad practice and instead the water coming out direct from the heating should be at the desired temperature by itself.  Although in my case, the immersion hot water tank is just too small so if that was done the bath would end up too cold as the temperature drops when its barely half full (which means to get a hot enough bath at least 3/4 full the hot water needs to be too hot so adding cold gets the desired temperature).
