Letter from DWP is a CD (or DVD) is it a scam?

My husband recently received a USB stick in a jiffy bag supposedly from the DWP (return address was in Belfast) - the stick was in a clear sleeve with 'Letter for Mr xxxxxxxx' and the DWP coat of arms and 'Department for Work & Pensions'. It looks official but I'm not going to try and test it! Was think of taking it to the local Job Centre to see if they are interested...0

I have today received a second cd apparently from DWP Belfast with no enclosure. Again with my name embossed on the disc looking very official. This time it includes my middle name on envelope and disc.0

Just spoke to DWP who said a few people have received a disc instead of a letter in error, about winter fuel payments, and I should just throw them in the bin! So they don't seem to be a scam 😊
I put it in cd drive and it is an audio letter about winter fuel payments☹️5 -
No excitement here - all we got were the boring printed letter versions :'(0

Having said that, there does not seem to be cause for concern, other than the fact that the DWP are send CDs out 'by mistake' without a covering letter (also a mistake?)0 -
Well, I suppose if they sent a covering letter to somebody who had asked for audio (because they are blind?) then that might be a cause for concern.
