Parkingeye 11 Minutes Over Charge, thoughts?

Hi all,
I park at my University (Surrey), in their P&D carpark that uses the RingGo app to pay.
On the 7th October I paid for 2 hours, and overstayed by 11 minutes (time on letter is 2 hours 11 minutes).
It's my understanding that they should have a minimum of 5-10 minutes grace period right?
Additionally, on the University website, I will link, it states:
"The Pay and Display car park and Pay to Park car parks are ANPR-controlled. There is a 15 minute grace period in these car parks, if you are waiting for a space, you need to ensure you add this time to your ticket."
Does this give me enough grounds to start an appeal for?
Would like to hear anyone else's thoughts as to whether it would be successful or not.

Plan A would be your best option here, get the Uni to cancel it based on the information you stated above
The BPA CoP defines the consideration period, and the grace period allowed, typically a minimum of 10 minutes, so the extra minute is petty and not in accordance with the landowner advice above
Check if the PCN complies with POFA first, then plan A, followed by a suitable keeper appeal as plan B1 -
