private parking charge

Can someone advise me within how many days should a private parking company send me the "NOTICE TO KEEPER" on the MSE site is says 15days but on the BPA (British Parking Association) its says 28 days not including weekends and bank holidays, the firm in question is not part of the BPA, so which rules apply here?

Excel are IPC AOS members, not BPA AOS members
As for issuing a PCN, their DVLA KADOE contract allows private parking companies 6 months to obtain keeper details and one month to get the PCN to the keeper, so 7 months in total1 -
If you were shopping in Iceland then kill this PCN off by complaining to the CEO of Iceland. All is explained by a poster who replied yesterday in SUCCESSFUL COMPLAINTS ABOUT PPCs. No link needed.dinnerontime said:
