APCOA Parking Charge Notice - Really this bad?

Hi, hoping the users of the forum can put my mind at rest on this...
As the keeper, I have received a Parking Charge Notice from APCOA for "...without a valid payment/permit".
From the really helpful replies in this forum, I believe I should just send them the ‘not PoFA’ reply after a bit of a wait, in the ‘other’ reasons for appeal box. What I can’t quite get my head around is HOW BAD this PCN seems to be... on it, the location given is literally “Norwich (ANPR)” – an entire city!
Reading the PFoA 2012 surely this falls foul of Schedule 4 Para 9 (2)(a) from the start… I don’t know if it is relevant land because it’s referencing the whole city, not specific land. I have seen other replies referencing 9(2)(f) which mine, like all others, does fall short on, but I suspect its bad enough to just send a generic “not compliant with PoFA and I am not sharing the drivers details”?
It doesn’t really satisfy period of parking either, since the images with the vehicle have timestamps but I am advised there was payment covering most of this period with a couple of hours gap in the middle (parking rates are for 24hrs only).
Are they all this bad? I can’t get my head around how easy this appeal sounds on the basis of such a weak notice, and that they wouldn’t even attempt to fix the shortcomings?! In reality a payment app failure caused the PCN issue, but it doesn't even seem worth trying to raise that.

Thanks for the rapid reply...It is definitely a Parking Charge Notice, no reference to bylaws or penalty anywhere on it.The land is beside a Network Rail Delivery Unit so I believe it is NR land, not operator managed, so it is railway I would expect but the PCN makes no reference to either of those, as I say it just says "Norwich (ANPR)". Not even a postcode or name of a road, which is what is making me doubt myself with how bad it is!0

Just use the typical not compliant with POFA appeal as seen in other APCOA and Smart Parking and Horizon threads, regardless of the location, appealing as keeper
No blabbing about who was driving or about the incident itself1 -

Confirming that APCOA cancelled this today.
