I am about to start a second job and will be placed with a BR tax code. My combined income from both jobs for the tax year will be less than my 12570 personal allowance, will i be able to claim back on the income tax paid due to the BR tax code or not?

better option would be to ask HMRC to split your personal allowance between the two jobs so you do not pay tax in either if, as you say, your combined income leaves you a non tax payer anyway.
When you get it split, you would then automatically get any overpaid tax to date refunded on the next payslip.

You start with 1257L and BR but end up with 800L and 457T (for example).
HMRC aren't mind readers though so if the split isn't what works best for you then you can always update the expected earnings for each job on your Personal Tax Account and the codes will be updated again to reflect your figures.

However if your tax code is wrong and you pay too too much tax then it will get refunded at some point, either via your payslip, or as a rebate after the tax year has ended.0 -
