I am on the Mortgage with my Mother, it was a right to buy as I live with her and she was not earning enough so we are both on the Mortgage I pay in full. We now only owe 3,000

The mortgage isn't relevant, it's whether you're an owner which matters. I'll assume you're joint owners with your mother. In which case your purchase will be of an additional property (assuming you remain on the title of your mum's home).2
