Excess Charges from Banks When Claiming for an App scam

I have had a couple of generic letters regarding an excess if I claim for money lost through an App scam. (Not trying to claim, so far managed to avoid any such type of scam, touch wood.) Are they allowed to charge an excess?

Yes, under the rules which came in to force last week, banks are allowed to charge up to a £100 excess unless you are considered a vulnerable customer.
