Microsoft account and new Windows computer: am I at risk?

The problem was that in order to recover the account, I had to give a telephone number and receive a text message, and whenever I gave a 'phone number it said "this method is not working right now". This had been going on for the last ten days.
Anyway, I tried giving a number in Cuba (complete with country code) and the system accepted it! Then the owner of the number sent me the code, and at last I was back in my account.
So much for the embargo.
