Letter to PPC DPO re: updating address

Prior to that date I was living at, and the car registered at, ****************. On that date I was staying in a hotel due to covid restrictions while our new home was cleaned and aired. After that date I was living at, and the car registered at, the new address given above. We had a postal forwarding agreement in force with Royal Mail, this should have picked up any prior communications regarding this parking charge notice.

I have no specific recollection of buying a parking ticket as this was 4 years ago, however I park there a couple of times a year and tend to pay in cash for parking. It feels like the parking system there has changed many times over the last few years! I do know that on that date we were staying in a hotel close by, it was sheeting with rain, so I drove myself and two young, tired and stressed children to the restaurant.

I refer to your Letter of Claim dated 6th January 2025.
I confirm that my address for service - assuming you don't delay any claim by another FOUR years- is as follows, and any older address must be erased from your records:

I have already contacted your DPO re: the above.
The alleged debt is disputed and any court proceedings will be vigorously defended.
I have sought, and will continue to seek, independent debt advice and as such, I formally request that this matter be put on hold for an additional 30 days, in accordance with the Pre-Action Protocol for Debt Claims 2017.
I note that the amount being claimed is likely to be hugely increased from the original PCN which the UK Government have referred to as "extorting money from motorists". I say likely as no original PCN was received either on the car or by post.
I have two main questions, and under the Pre-Action Protocol for Debt Claims 2017, I am entitled to specific answers:
1. Am I to understand that the £170 demanded represents what you refer to as a 'Debt Recovery' fee? If so, is this net or inclusive of VAT? If the latter, would you kindly explain why I am being asked to pay the operator’s VAT?
2. With regard to the principal alleged PCN sum: Is this damages, or will it be pleaded as consideration for parking?
