Double Dip PCN

So I get a PCN from Parking Eye for a double dip scenario, parking at The Range car park. I forgot to appeal, I went back to work after mat leave, got swept in the teaching and the appeal date went by. They’ve now sent me a letter before county court claim asking me to pay the new fine of £125 or to contact them through a reply form?Comments

Tell them they must also log this as a formal data breach complaint, due to their failure to bother to check all ANPR images as the car twice entered and exited. A 'double dip' case means the DVLA data was obtained without reasonable cause because this was not a single parking event and PEye failed to do their much vaunted '19 human checks' to find the orphan images, before automatically harvested DVLA data illegally.

Just to update this thread, I did send the email as advised in the above post ^ on 16th November 2024, and got a response on the 27th.They said that as they had already sent out the letter before claim they cannot consider my appeal sent via email. Also, that I missed the appeal deadline which is 28 days from initial correspondence.Since then I have received many letter from dcbl, which I have ignored. The latest was sent 22nd April 2025 which informs me of ‘Notice of Intended Legal Action’.I hope they drop this soon and I stop receiving letters!!
Is there anything I should do the meantime? Also, given that around 9 months have passed since the incident, is it likely this will go to court?1 -
The Range will be a tenant, not a landowner, it's Greenbank Retail Park, Blackburn
Complain about it to the retail park management company or landlord, they can get it cancelled, not The Range

There should be a zero tolerance on Double dips, any PPc that has such things should be permanently bared from accessing DVLA data, and not just the PPCs but their directors and managers as well to prevent phoenixing, as well as a hefty fines for any landowner / director ( as an individual) that has a double dip on their land as a result of poor PPC practicesThat would help to drive up standardsANPR for the purposes of "enforcement" and generating so-called parking charge notices should be banned in the same way that clamping is/wasFrom the Plain Language Commission:

So we are still here… 1.5 years later.
I did complain to The Range but they were adamant they can’t do anyway about it.
@Coupon-mad I used the enforcement@parkingeye .co.uk when I wrote my complaint to them. Should I write again to parking eye, can I request them to show me all orphan images? Can’t they just lie and say there aren’t any and that this is not a double dip and I actually stayed in the car park for that period of time?
I have not received any further correspondence from debt agencies or parking eye. However, when I log into the PCN reference it is still active requesting me to pay up £170.
I have found the landowners of that retail park. It is Clarion Partners Europe. I spoke to them on the phone and they gave me an email address I should write to. What should I write and how much detail should I include? Should I send them the screenshots of the maps showing my route and what exactly happened? Should I send them the screenshot of my message to my husband?
