Declined deceased parents WPA

Hi, I have been declined the WPA for my late parents who would have probably not received this payment at the time of my mum losing my dad and then 9 months lating passing herself. They have stated its because I'm over the 12 months threshold I only found out about this in March 24 when I sent the forms off. Could anyone advise who we could put an official complaint into as I don't feel this is right at all.

My first thought is was your Mum over SPA at the time of your father’s death? - if so she would haven not been elidgable for WPA. Equally they need to have a child entitled to child benefit at the time.

I also believe that you cant claim on behalf of a relative.
