Smart cellular not returning my device and ignoring emails - best course of action?

Hi,

I traded my old iPhone into smart cellular as they were offering the best price and it matched the condition. 
Upon them receiving the phone they halved the price for too many scratches/dents despite the phone being like new (I have pictures of the condition before it was sent so if it was damaged in transit I will be able to tell) so I asked for it back. 

They replied right away to say they would see if they could do a better price and since then they have ignored all further comms and haven’t returned the phone and it’s been a couple of weeks now.

What can I do to get it back so I can send it elsewhere and put this nightmare behind me?

    Write a letter asking them to pay the agreed figure or return the phone and give them 14 days before you institute legal proceedings.  Might be worth leaving it another week.
