One can interact with HMRC without an account. I have used letters and calls, though the phone is a pain. More recently I have tried their online chat. It's marginally less annoying than the phone as there's no hold music.

Thank you for your comments about passports -  it seems i might have to get one -  the only way round it seems.
It's money well spent, although I appreciate that not everyone can afford to buy something which appears to be 'non essential' - but it will make your life a whole lot easier, especially when dealing with public bodies.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!
