How can I ascertain if my property, where I have live for 3 years, has a soakaway. I am led to believe that if I do have one I can get a discount in my water bill

Contact your water company, they will check their records and let you know. If they don't have detailed plans then they will send someone out to check. At least that's what happened for me with Yorkshire Water. I got the discount backdated for the 3 years we'd lived in the property.

Before I moved in I paid for a survey of my drains, including where the roof drainage goes.  So I knew this did not join the mains drainage and was able to apply for (and get) the discount.  A year or two later the water company sent a surveyor out to check.

If you have any inspection chambers on your property take off the covers 

Flush the toilet or run the tap to establish which is the foul water

Pour water with drain dye down where your surface water goes below ground and check if that water goes through any inspection chamber

if it does then more likely you don’t have a soak away 

Bear in mind if you have a hard surface drive that falls to the public footpath/road and does not have a means of collecting the water so as not to enter any sewers then you may not get the discount

I have one but only found out when I moved in from a neighbour .Your neighbours will likely have one so ask them .My neighbour told me that i get a discount so I filled in the online form on Yorkshire water website . Someone came out and checked and I recieved several years discount back and I get a small discount per year .
Mine does not work that well in heavy rain and takes its time to soak away so I pump it out or divert to a water butt which then go s to a small garden pond .All works well and i get nice clean rainwater in the water butt
