They haven't sent you a defence.
Presumably it's a Reply To Defence (if no hearing date yet). It is early days but if you feel there is no real defence then get ready for that Mediation call if your brother has nominated you to handle it for him.
I presume the Reply To Defence has shown you whether the NTK was POFA worded or not (PLEASE don't show it to us and ask us to look. This is what the NTK pictures thread is there for = easy to compare yours).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OP second paragraph. "we returned to the carpark to pay for the parking but the payment machines weren’t accepting cash or cards" ......and "The hotel operator (next door to the car park) told me that several people had experienced the same issue that day and kindly let me out of the car park free of charge".
This seems to be a fault in the machine that the PPC are expected to maintain in a state fit for purpose. They must be aware of the situation on the day if others were caught and pursued.1
