Changing Tax Class

I gave my old car to my father. When I had the car it had a disabled tax class on it.
We have transferred the car into his name and he has his own insurance on it now. We are trying to tax the car but finding it a bit confusing on what to do. He'll need to change the tax class from disabled to normal
He wants to do it via post as he can't walk very well and we are both unsure on how to do this. If any of you can help that would be much appreciated.

Thanks, So I think I've figured it out but just want to confirm.
As he is going to do this by post we need to do the following.
Send V5C with the change of tax class as this vehicle is from the year 2000 as is above 1549cc it would come under Private or light goods https://www.gov.uk/vehicle-tax-rate-tables/rates-for-cars-and-light-goods-vehicles-registered-before-1-march-2001 .. on the V5 do I need to just put in TC11 ?
Post MOT
Post Money £345
Post extra £25 to get it changed
Post a filled out V62 form
If I got something wrong please could someone let me know.

Can you or someone else get to the post office for him? They will advise if anything's missing and it's done straight away. The new V5 will arrive a couple of weeks later.1

Just changed mine from disabled to normal road tax.
Just took V5 to post office and mot, took insurance cover note just in case.
At the counter she filled in the bit I needed, not sure which box.
Then she just taxed it, £35 for the tax.
Did not even look at the mot or insurance.
I think it was visible to them on their screen.
No other fees.
What a rip off is the £25 fee.
Could he get a cab to the post office and back for less.
