Parking fines for non resident

I'm hoping you can help!
For about 4 weeks now we have been receiving a significant amount of post for someone who hasn't lived at our address, at least for the 2 years that we've been here, and we weren't receiving correspondence prior to the past few weeks.
Some of the letters have had "Final warning" visible through the envelope window, and one even had a car registration number and enough writing to establish this was a parking fine.
The return address is a POBOX which states shouldn't be used for correspondence.

All letters have been returned with "Return to Sender, Not known at this address" on but despite this, we are still receiving them.
It looks like they are from different companies as the font on the letters varies and so does the name. Overall the same name but some letters include a middle name and some don't.

The return PO Box is the same for all and i'm struggling to find a contact address or number affiliated with the PO box so i can call them as it is excessive - today we received 3 more letters all in one go.
I've contacted the DVLA to ask for asistance, but this was about 3 weeks ago and i chased them up to be informed our case still hasn't been allocated to anyone.

Can anyone help find contact details for the following PO Box:

Northampton
NN1 9LP

I fear that soon bailiffs will knock on our door to debt collect and while he doesn't reside here, with a 3 month old baby to look after, i just don't need the stress.

    Have you opened any of them? If no then do, there may be an address inside. I had to do this when I kept getting letters for a previous lodger who had debts, once I opened one there were contact details inside and I spoke with them and had no further letters

    Contrary to urban myth, there's nothing illegal or unlawful about opening correspondence delivered to your address.

    Should bailiffs show up (which is highly unlikely) you have 2 options - one is to not open the door. 

    The second is to open the door and tell them the individual they are looking for doesn't reside there and hasn't for some time.  I always suggest that holding a mobile in such as way as if you are filming makes things much easier to deal with as any legit firm will know they cannot make demands.  Should they ask to come inside always say no.  Doesn't matter if it's raining like crazy and they say they just need to loo.  The answer is always no.

    Thank you, i've told my partner this too. I think that even if we say no to entry and that we're not who they're looking for, it still adds stress. It's frustrating that we're repeatedly returning the post and it's just ignored so makes you wonder why bother.

    That won't help.

    The CNBC won't speak to you and won't care that someone's credit rating is about to be trashed by a scam parking company.  The CNBC enables the scam.

    Open the next letter and try to find the victim on social media. Help them out.  The poor person is about to get a CCJ they don't know about. Tell them!

    Also if you'd opened a letter or six (perfectly legal) you'd know how much the claim is for.  A parking court claim totalling under £600 will NOT see a bailiff arrive.

    That will put your mind at rest.
